Neutrality comes first; it is a skill, not a temperament. A guardian breed is often wired to notice who is approaching and to care about it. Off leash, that noticing has to end in nothing: a jogger passes, a stroller rattles by, a ball rolls across the path, and your dog keeps walking. We build it on leash around real people before anything is unclipped, rewarding the look-away rather than correcting the stare, and never in a crowd the dog is not ready for.
Then the heel and the recall, in that order of importance. For these dogs the heel is the off-leash position: a dog glued to your left knee along a busy river path does not need range to be free. The recall has to work against the hardest distraction a guardian breed faces, a person acting strangely. Markers and rewards build both, and the consultation decides whether a remote collar is right for your dog.

Where and how

Off leash is legal only where the local bylaw allows it, usually marked by a posted sign; everywhere else, assume a leash. For a guardian breed we go further than the law. A fenced area at an off-peak hour is a reasonable first venue. A crowded off-leash park where every passing dog and toddler becomes a test is not, even for a well-trained dog, because one misread moment costs the dog its reputation. Leash up when people are close; that is manners, not retreat.

Is off leash training different for guardian breeds?
The exercises are the same; the standard is higher and the order is different. Neutrality to people and dogs is trained before recall, and heel is treated as the main off-leash skill. Range is the last thing added, and only where it is legal.
Can a Rottweiler be off leash?
Many Rottweilers can learn a dependable heel and recall, and the breed is often very trainable. Where that is appropriate is narrower than for a small, soft-looking dog: legal off-leash areas, quiet hours, and a leash back on when people are close. Public trust is part of the training.
Should a working dog be off leash in public at all?
In spaces not designated off leash, no, and in designated areas only if the dog is neutral to strangers and will recall off anything. If your dog stares, stiffens or growls at approaching people, that is a professional assessment conversation first, not an off-leash one. Never punish the growl; it is information.
