When can a puppy go to off-leash parks in Calgary?
The question arrives in the first week, right after the puppy meets its first dog through a fence and wants more. The answer is later than that, and it rests on things we cannot rush: the vet's guidance on outings, the City's rules for off-leash areas, and the day the puppy can hear its name with a strange dog in its face. Here is how we judge readiness and what we do in the meantime.

Three checks
Health is the vet's call, behaviour is the puppy's.
The first check is medical, and not ours to make. The vet knows the puppy's vaccination course and when public dog areas are reasonable, so that date is the one we use. The second check is behavioural: we look for a puppy that comes away from another dog on one call, notices a stiff, unfriendly dog and chooses distance, and still hears its name when play gets loud. That is a trained skill, not a birthday, and it lowers risk without removing it.
The third check is the City. Its off-leash FAQ says a dog in an off-leash area must be under control, meaning it responds to voice, sound or visual commands, and its dogs bylaw page adds that every dog needs a City licence by three months and stays on leash elsewhere. We walk past the park long before we walk in.
The waiting period is not dead time. Once the vet is fine with street walks, we take the puppy on leash along the outside of an off-leash area, far enough that it can watch dogs run and still take food, then leave while it is calm. We arrange one-on-one time in a private yard with an adult dog we know to be steady, leash dragging so the puppy stays reachable. A fence is no substitute for recall; the other dogs are inside it.

When can a puppy go to the dog park?
Once the vet has given guidance on public dog areas, the City's off-leash rules have been read, and the puppy has a recall it answers around other dogs. In our experience the recall arrives later than the vet's date, so we plan on walks past the park for a while before walks into it.
Is it safe to take a puppy to the dog park?
We cannot call any off-leash park safe, because the other dogs there are not ours to train. The health side is the vet's call and depends on where the puppy is in its vaccination course. On the behaviour side, a puppy that leaves a dog on one call and backs off from a stiff, unfriendly dog carries less risk, not none.
What age can a puppy go to an off-leash park?
We do not set an age, and we found no minimum age on the City's off-leash pages. What the City does require is a licence by three months and a dog that stays in sight and responds to voice, sound or visual commands in an off-leash area. Where can I take my puppy off leash in Calgary before it is ready for the park?
A private yard with one steady adult dog is the off-leash time we prefer for a young puppy, with the leash dragging so the puppy stays reachable. Once the vet is fine with public ground, a long line keeps the puppy on leash, as the bylaw requires, while it practises coming back at distance. The off-leash park comes last, not first.
