How many dogs can you own in Calgary?

Most people asking this have a second or third dog in mind, or a foster that is quietly becoming permanent. The City states the number on its bylaw update page, and the permit route for going past it is something we would confirm with 311 rather than guess at. Below is what the City says about household limits and licensing, then the part no bylaw covers: living well with more than one dog.

The household limit

Six dogs, six cats, and a licence for each one.

The City's page on updates to the Responsible Pet Ownership Bylaw answers the question directly. Under a FAQ about why the City is limiting the number of cats and dogs a household can have, it says Calgarians widely supported a limit of six dogs and six cats per household, and that the limit is meant to reduce concerns like waste build-up on a property and excessive barking. The same page mentions excess animal permits without explaining them; 311 can confirm the process.

Licensing runs alongside the limit. The City's 'Bylaws related to dogs' page says every dog must have a City of Calgary licence by the age of three months, must be leashed off the owner's property unless signs say otherwise, and must not bark or howl excessively. Licensing is per dog, so a three-dog home carries three licences. This is legal information, not legal advice; we would confirm current limits, permits and fees on the cited pages or by calling 311.

  • Six dogs and six cats per household
  • Licence every dog by three months
  • Excess animal permits are mentioned
  • Confirm current rules with 311

Living with a pack

Three legal dogs can still be one unmanageable walk.

Compliance is the easy part. The harder part is that dogs in a group often behave differently than they do alone. Two dogs who each walk nicely can brace against the leash together, feed off each other at a fence line, or start guarding a couch, a bowl or a person. In our experience, tension in multi-dog homes tends to build through stiff posture, crowding at doorways and competition over resources, and it is easier to read early than to untangle later.

We train one dog at a time, then help put the skills back together at home. On-Leash Foundations ($1,865 plus GST, two weeks) works on heel, sit, down, stay and place around everyday distractions. Where there is guarding or fighting, whether Behaviour Rehab ($4,850 to $5,760 plus GST) fits, and what the plan looks like, depends on a full assessment; sometimes separation and management come before training does. Private Training ($150 plus GST per one-hour session) includes a written weekly plan for the household routine.

Asked and answered

The questions people ask us.

How many dogs are you allowed in Calgary?

The City's bylaw update page describes a household limit of six dogs, alongside six cats. We recommend confirming the current limit with 311 before adding a dog, since bylaw pages change.

Is there a dog limit in the Calgary bylaw?

The City's update page frames the six-dog limit as part of the updated Responsible Pet Ownership Bylaw, which it says Council has approved and is now in place, and it refers to excess animal permits. The page does not explain the permit process, so 311 is the place to ask how it works for a home near the limit.

How many pets can you have in Calgary?

The City's update page describes six dogs and six cats per household. It does not address other animals in that answer, so we would check with 311 for anything else.

Does every dog in a multi-dog home need its own Calgary licence?

Yes. The City's dog bylaw page says every dog must have a City of Calgary licence by three months of age. The page does not show fees, so the City's licensing pages or 311 have the current amounts.
