Calgary dog licensing and bylaw basics
Most of Calgary's dog rules fit on an index card, and the card is worth reading once. The Responsible Pet Ownership Bylaw covers licensing, leashes, pick-up and a short list of places dogs cannot go. None of it is complicated. What trips people up is the gap between knowing the rule and having a dog that can follow it, which is where training comes in.

The essentials

Start with the licence. Dogs three months or older need a City of Calgary licence, bought online through a myID account, by phone through 311 or in person. The fee is lower for a spayed or neutered dog, and declaring a dog altered when it is not can draw a $500 fine. The licence is also how a lost dog gets home: the City's Pet Drive Home Program lets peace officers return a licensed dog to the door. Current fees are on calgary.ca.
Off your own property the dog is leashed unless a posted sign says otherwise, and on pathways the leash can be no longer than two metres. The City lists 160 designated off-leash areas; even there, a dog must respond to your voice, sound or visual command, and the parking lot stays on-leash. Carry a bag: the fine for not cleaning up in an off-leash area is $500. Dogs are banned from school grounds, playgrounds, sports fields, golf courses, cemeteries and wading areas.

Training and the bylaw
A trained dog is the easiest way to comply.
The bylaw asks for two things a dog cannot fake: it must come when called in an off-leash area, and it must walk under control on a leash everywhere else. A dog that comes in the backyard and ignores you at the park does not meet the standard, and the standard is what a peace officer sees. Barking is in the bylaw too: a dog must not bark or howl excessively and disturb people, usually a boredom or anxiety problem with a training answer. The City has separate, pricier licence categories for animals declared nuisance or vicious, and those designations matter. If your dog has bitten, chased or threatened someone, address it now, not after a complaint. Behaviour Rehab is a five to six week program built after an assessment.
