Pads delay the outdoor habit, and sometimes that is fine.
Every rep on a pad tells your puppy that indoors is a toilet, which is exactly the habit you will spend later weeks undoing. That is the cost, and it is real. The exceptions are practical: a high-rise condo where the elevator takes longer than an eight-week-old bladder, a minus 30 stretch that is genuinely unsafe for a small puppy, or a tiny breed whose owners plan to keep an indoor option for life.
To teach the pad, anchor it in one spot inside a pen, far from bed and bowls, and escort the puppy there when they wake, after meals and mid-play. Reward on the pad, not after they wander off. The workable winter compromise is a split system: outdoors is the default toilet, the pad is the emergency exit. In a minus 30 stretch with a young or tiny puppy, use a pad by the door for the coldest trips and go outside for the rest. Keep the ratio tilted outdoors, because whichever surface gets more reps becomes the habit. When the snap breaks, the pad quietly disappears.
The schedule that works in January is tighter than the summer one: out the door within a minute of waking, ten minutes after meals, and every 45 to 60 minutes while loose in the house. Shovel one patch, keep it close, and pay generously out there.
