Fish Creek Provincial Park dog rules
Fish Creek looks like a city park. It runs across the south of Calgary, and the City's off-leash map is what many people reach for first. That map does not cover it. Fish Creek is provincial land run by Alberta Parks, with its own rules on pets, and we walk it on those terms: a two-metre lead, a slack one, and a plan for the wildlife that lives there.

Alberta Parks manages Fish Creek, so we follow its pet rules inside the park. Pets must be leashed, on a lead no longer than two metres, or caged; kept under control; and cleaned up after. Leashed dogs are welcome on the pathways and in the day-use areas. They stay out of swimming areas and beaches, and the Sikome Aquatic Facility admits only guide and assistance dogs. There is no designated off-leash area in the park, and Alberta Parks lists fines for pet infractions.
How the City's Responsible Pet Ownership Bylaw sits alongside provincial park rules is a legal question we leave to lawyers. What the City's own page does say: dogs must be leashed off the owner's property, every dog needs a City licence, and off-leash areas are designated by the City, with none inside Fish Creek. Where two rulebooks could apply, we follow the stricter one, and here that is the two-metre lead. For certainty about a specific spot, we would ask Alberta Parks or 311.

Walking it well
Skills and wildlife habits that make a leash-only park a pleasure.
The leash rule is only a burden when the leash is tight. The skill we care about is loose-leash walking: slack on a two-metre lead, past other leashed dogs, past cyclists, past the deer. We put sniff breaks on a cue so a dog gets nose time without towing anyone to it. Our long lines stay in the car here, because a long line is not a two-metre leash; that practice belongs in a City-designated off-leash area.
Wildlife is part of the walk. Deer, coyotes and the occasional moose live in the park, and Alberta Parks has posted coyote warnings at Shannon Terrace, Bebo Grove and Glennfield during denning season. Our habit when we see one: stop, shorten the leash, turn and walk away. On-Leash Foundations, two weeks at $1,865 plus GST, works on loose-leash walking and heel around everyday distractions. Private Training is a one-hour session, with a written weekly plan to practise between visits.

Is Fish Creek Park off leash?
No. Fish Creek is a provincial park under Alberta Parks, and pets must be leashed on a lead no longer than two metres, or caged, with no designated off-leash areas inside it. When we want a dog running legally, we use a City of Calgary designated off-leash area outside the park.
Do Calgary dog bylaws apply in Fish Creek Park?

Is Fish Creek good for walking dogs?
We think it is one of the best on-leash walks in Calgary for a dog that keeps the leash slack: long stretches of paved and gravel pathway, river, forest and enough deer to make the training honest. Dog walkers yield to hikers on the pathways. Dogs that pull tend to find the crowds and wildlife hard work, so we build loose-leash walking first and add the scenery afterward.
