Fish Creek Provincial Park dog rules
Fish Creek surprises people. It looks like a city park and it runs right across the south of Calgary between 37 Street SW and the Bow River. But it is a provincial park, and provincial parks run on Alberta Parks rules: pets leashed at all times, no off-leash areas. Every dog, on every one of its 121 kilometres of pathway, is on a leash. Here is why that is a feature.

Provincial, not municipal
Why every trail in the park is on-leash.
The rule comes from Alberta Parks, not the City of Calgary, which is why the off-leash map you use everywhere else does not apply here. Alberta Parks requires all pets to be leashed no more than two metres, or caged, at all times in provincial parks, kept under control, and cleaned up after. Pets are barred from swimming areas and beaches, and the Sikome Aquatic Facility allows only guide and assistance dogs, on leash and out of the water.
The reasons are on the ground. Fish Creek is home to deer, coyotes and the occasional moose, plus porcupines, beaver and skunks, and Alberta Parks has posted coyote warnings at Shannon Terrace, Bebo Grove and Glennfield during denning season because coyotes there have approached dogs. Off-leash dogs also crush the eggs of ground-nesting birds and push wildlife into burning energy they need. The park lists fines for pet infractions from $120 to $2,000, which is the province's way of saying it means it.

Making on-leash fun
Turn the leash rule into the best walk in the south.
An on-leash park is only dull if the leash is a tug-of-war. Loose-leash walking is the skill: a dog that keeps slack on a two-metre lead through 44 kilometres of paved path and 34 of gravel, past other leashed dogs, past the deer. Build in sniff breaks on cue so the dog gets its nose time without dragging you to it. Save long-line practice for a City off-leash area; a long line is not a two-metre leash and does not count here.
Wildlife protocol is worth rehearsing. See a deer, a coyote or a moose: stop, shorten the leash, turn and walk away, and do not let the dog stare it down. Alberta Parks says to keep pets on a short leash beside you, and in winter to expect hard-packed snow and ice on every pathway. On-Leash Foundations, two weeks at $1,865 plus GST, teaches loose-leash walking and heel around everyday distractions; Private Training at $150 per session can rehearse it on the park's own trails.

Is Fish Creek Park off leash?
No. Fish Creek is a provincial park and Alberta Parks requires pets to be leashed, no longer than two metres, at all times. There are no off-leash areas in the park; the nearest legal off-leash running is in a City of Calgary designated area.
Are dogs allowed in Fish Creek Park?
Yes, on leash, on every pathway and in every day-use area except the Sikome Aquatic Facility, where only guide and assistance dogs are permitted. Pets are also kept out of swimming areas and beaches. Pick up after your dog and use the garbage containers.
