It may also be said only when the dog is already highly aroused, at full speed or mid-chase, which is the hardest moment to learn anything. Some dogs have learned stop means the fun ends, so they hurry.

To narrow it down, try the word in the living room with nothing going on. No response there means the cue was never taught. A response at home but not outdoors means the distraction gap is large. A dog that slows but cannot stop near squirrels or other dogs is usually working against a strong chase drive, which needs structured distraction training rather than a louder voice.
